BẮC GIANG — The People's Committee of Bắc Giang Province will continue its efforts to enhance the quality of administrative reform and significantly improve the business investment environment, closely linked to comprehensive digital transformation this year.
The efforts aim to position Bắc Giang among the leading provinces nationwide in administrative reform, business investment environment and provincial competitiveness, creating momentum for breakthroughs and attracting investment resources to the province.
The province is currently focusing on modernising leadership and management methods by effectively applying digital transformation achievements to build a more professional, disciplined, dynamic, transparent and efficient provincial administration.
It aims to provide the best possible conditions for residents and businesses.
From now until the end of the year, the province is prioritising the improvement of public service quality and the business investment environment, contributing to maintaining and enhancing the Provincial Competitiveness Index (PCI), the Provincial Governance and Public Administration Performance Index (PAPI) and the Provincial Administrative Reform Index (PAR INDEX) this year, aiming to be among the top localities nationwide.
To do that, Bắc Giang will intensify inspections and supervision of agencies and units, particularly focusing on the leaders, to ensure the effective implementation of administrative reform efforts.
Additionally, the province will continue to innovate and improve the quality of its annual assessments and determination of the Administrative Reform Index of Government agencies, moving towards a comprehensive, multi-dimensional, transparent and public approach, while enhancing the application of information technology in evaluations.
Furthermore, the province will strengthen leadership and communication efforts, continue promoting the application of information technology and digital transformation to improve operational efficiency, public service quality and the effectiveness of administrative agencies within the province.
Achievements
Since 2021, the province has focused on advancing administrative reform under the action motto: 'Discipline, integrity, action and service'.
All communes, wards and towns across the province have implemented a so-called friendly government model.
The province's Administrative Reform Index (PAR Index) has consistently ranked among the top in the country since 2021.
It ranked seventh in 2021 and fourth out of 63 provinces in both 2022 and 2023.
Specifically within the arena of State administrative apparatus reform, it ranked second out of 63 provinces and cities nationwide in 2022.
The province has also strengthened the application of information technology and digital transformation in management and governance, which is in line with the construction of a digital and e-government framework.
The province is among the top 10 provinces and cities nationwide in the Digital Transformation Index.
The provincial People's Committee issued Decision No. 1264/QĐ-UBND on August 2023, approving the five-step electronic process for handling administrative procedures.
The initiative supports the digitalisation and extraction of data across the province.
Additionally, the province has directed the implementation of innovative models in administrative reform, such as the Virtual Assistant, which guides citizens through administrative procedures, the use of QR codes to disseminate information and guide citizens and businesses on administrative procedures and online payments at one-stop shop administrative centre across all levels.
Models such as the 'Fast Friday' 'Appointment-Free Friday' and 'Sunday for the People' have also been introduced.
As a result, the province has consistently achieved a rate of over 98 per cent for the timely and early resolution of administrative dossiers.
All legal documents issued by the province have been promulgated in accordance with proper procedures and are consistent and aligned with the central Government's legal system.
Furthermore, all internal administrative procedures between Government agencies have been publicly announced, simplified and reviewed, ensuring that over 90 per cent of administrative dossiers at reception and results centres at all levels are resolved promptly, with more than 60 per cent being completed ahead of schedule.
Over 95 per cent of work dossiers at the provincial level, 85 per cent at the district level and 65 per cent at the commune level have been processed online.
The percentage of applications fully processed online via the administrative procedure resolution information system exceeds 70 per cent.
More than 60 per cent of the population uses online public services, and over 60 per cent of all public service transactions are completed through the National Public Service Portal.— VNS
