Bắc Giang finalises leadership structure for merged Bắc Giang City

BẮC GIANG — The Bắc Giang Provincial Party Committee has finalised its plans for key leadership roles in Bắc Giang City following the reorganisation of administrative units at the district level.

Under the merger plan issued by the Provincial Party Committee, the Yên Dũng District Party Committee will be integrated into the Bắc Giang City Party Committee.

Post-merger, the total number of members in the Executive Committee, Standing Committee, and Inspection Commission of the Bắc Giang City Party Committee will not exceed the combined total of both Party Committees prior to the merger, minus officials who retire, step down, or are reassigned.

The restructured Executive Committee of the Bắc Giang City Party Committee will comprise 58 members, a reduction of 22 positions. This includes four early retirements, one regular retirement, and 17 transfers to provincial agencies, Lục Ngạn District, and Chũ Town.

The new Standing Committee will consist of 15 members, marking a reduction of 12 positions.

Key leadership positions established

The leadership structure of Bắc Giang City has been finalised following the merger of the Yên Dũng District Party Committee into the Bắc Giang City Party Committee. Vũ Trí Hải, a member of the Standing Committee of the Bắc Giang Provincial Party Committee, serves as Secretary of the Party Committee and Chairman of the People's Council of Bắc Giang City. Thạch Văn Chung, formerly Secretary of the Yên Dũng District Party Committee, now holds the position of Permanent Deputy Secretary of the Bắc Giang City Party Committee. Đặng Đình Hoan serves as Deputy Secretary and Chairman of the People's Committee of Bắc Giang City, while Trần Thanh Hải serves as Deputy Secretary, responsible for building grassroots party organisations.

Following the merger, the Bắc Giang City Party Committee now oversees 58 grassroots party organisations, comprising 31 ward and commune party committees, 11 institutional party committees, and 16 grassroots party cells.

The leadership of the Bắc Giang City People's Council includes Vũ Trí Hải as Chairman and Trần Thị Hà, a member of the Standing Committee of the Bắc Giang City Party Committee, as Vice Chair.

The leadership of the Bắc Giang City People's Committee has been finalised, with Đặng Đình Hoan, Deputy Secretary of the Party Committee, serving as Chairman of the People's Committee. The Vice Chairs are Nguyễn Tiến Dũng, Nguyễn Hữu Đính, and Nguyễn Văn Thưởng, who were formerly Vice Chairs of the People's Committee of Yên Dũng District.

The newly merged Bắc Giang City’s Party Committee will officially commence operations on January 1, 2025. On the same date, the Yên Dũng District Party Committee will cease operations.

The new Standing Committee of the Bắc Giang City Party Committee will focus on reviewing, supplementing, and developing the working regulations of the Executive Committee. It will assign tasks to members of both the Executive Committee and the Standing Committee, continue streamlining and restructuring party organisations and administrative apparatus, and implement staffing reductions. A job position proposal will be developed to optimise the workforce of officials, public servants, and employees, ensuring efficiency and effectiveness.

Additionally, preparations will begin for organising party congresses at all levels for the 2025–2030 term. The restructured committee aims to enhance operational effectiveness and align with the broader goals of administrative reorganisation. VNS
