HÀ NỘI — The National Assembly (NA), under the chairmanship of Vice Chairwoman Nguyễn Thị Thanh, on Wednesday officially passed a resolution on the investment policy for the National Target Programme on Drug Prevention and Control until 2030.
The resolution was overwhelmingly approved, with 453 out of 456 deputies voting in favour, accounting for 94.57 per cent of the total NA members.
Before the vote, Nguyễn Thúy Anh, chairwoman of the NA's Committee for Social Affairs, presented a report explaining revisions to the draft resolution.
She said that the 'National Target Programme on Drug Prevention and Control to 2030' accurately reflects its purpose, aligning with directives from competent authorities.
The programme aims to harness the collective strength of the political system and citizens in addressing drug-related issues.
Its implementation will focus on grassroots-level engagement and adopt comprehensive measures to reduce supply, demand, and harm. These efforts aim to create a safe and healthy society while contributing to sustainable socio-economic development.
The Committee for Social Affairs revised the programme's objectives to ensure they reflect the collective resolve of the entire political system. Feasible targets were prioritised for inclusion in the draft resolution, while the remaining goals will be addressed through specific projects within the programme.
The resolution also outlines policies for implementation. Provincial authorities will be responsible for budget allocation and programme execution, while the central government will provide oversight and ensure effective implementation.
A streamlined legislative process for special policies and mechanisms is also included to address challenges and expedite progress.
The resolution emphasises the need for detailed implementation plans, phased investments and strategies to achieve key targets. Special attention will be given to improving infrastructure and equipment at drug rehabilitation facilities.
International cooperation will also be strengthened to enhance the programme's effectiveness. — VNS
