US receives request for anti-dumping probe into CORE steel from Vietnam

The investigated products include corrosion-resistant steel with HS codes 7210.30, 7210.41, 7210.49, 7210.61, 7210.69, 7210.70, 7210.90, 7212.20, 7212.30, 7212.40, 7212.50, 7212.60, and 7226.99.
The countries subject to the investigation are Canada, Mexico, Brazil, the Netherlands, Taiwan (China), Turkey, the United Arab Emirates, Vietnam, Australia, and South Africa.
Among these countries, only Canada, Mexico, Brazil, and Vietnam are proposed for dual anti-dumping/anti-subsidy probes, while the remaining countries are proposed for an anti-dumping investigation.
The proposed investigation period was 2023, while the damage period of investigation is three years from 2021 to 2023.
The alleged anti-dumping margin for goods from Vietnam stands at 158.83%, which is the highest among the countries subject to investigations.
The TRAV has asked relevant exporters to closely monitor further developments into the case, learn about the US’s investigation procedures, provide information requested by the DOC, fully co-operate with the DOC, and keep contact with the TRAV in order to receive assistance when necessary.
In 2018, the US launched a similar probe into Vietnamese CORE products, which it found to have circumvented duties on products from China, Taiwan (China), and the Republic of Korea (RoK). Given this, the Vietnamese products were subject to the duties levied on similar products from China, Taiwan (China), and the RoK.
