US issues preliminary conclusions on anti-dumping probe into local paper plates

The US Department of Commerce (DOC) has issued a preliminary conclusion relating to the anti-dumping investigation into paper plates imported from Vietnam, according to details given by the Trade Remedies Authority of Vietnam.

Under the conclusion, the provisional anti-dumping tax rate of 0% will be applied to the sole defendant company in the case, while other companies will be subject to tax rates of 159.79%.

The DOC preliminarily found that critical circumstances exist with respect to imports of subject merchandise from Vietnam for Xie Li Vietnam International Company (Xie Li), all other producers and exporters, and companies that were not responsive to Commerce's quantity and value (Q&V) questionnaire, but do not exist with respect to Go-Pak Paper Products Vietnam Co., Ltd. (Go-Pak).

The DOC plans to conduct inspections in a bid to verify the information provided by Vietnamese enterprises, and to issue the final conclusion on official anti-dumping duties for Vietnamese enterprises early next year.

The Trade Remedies Authority of Vietnam has recommended that relevant firms co-operate well with the DOC in the upcoming review.

The DOC initiated a countervailing duty investigation on February 14 into certain paper plates imported from Vietnam at the request of the American Paper Plate Coalition.

The investigation includes paper plates cut from rolls, sheets, or other pieces of paper and/or paper board, may be embossed, may have foil, or other substances adhered to their surface.
