HÀ NỘI — Areas hardest hit by the impact of the devastating typhoon Yagi and its aftermath are being offered financial and practical assistance from other cities across Việt Nam.

The capital city of Hà Nội, itself impacted by the storm, has allocated VNĐ51 billion (over US$2 million) to assist 11 northern provinces and cities suffering in the aftermath of the storm.

The support includes VNĐ5 billion each for Hải Phòng City, Quảng Ninh, Bắc Giang, Phú Thọ, Thái Nguyên, Yên Bái, Lào Cai, Cao Bằng and Lạng Sơn provinces, while Bắc Ninh and Vĩnh Phúc provinces will receive VNĐ3 billion each.

The announcement was made on September 9 by Hà Nội’s Fatherland Front Committee, with help focused on the worst-hit areas for them to restore livelihoods and infrastructure after the extreme storm.

In addition, the chairwoman of the Hà Nội Fatherland Front Committee, Nguyễn Lan Hương, has asked for donations from the capital's residents to support the northern provinces.

Typhoon Yagi has caused severe damage in many northern regions, resulting in loss of life, destruction of homes and crops and damage to roads and other infrastructure. Many areas remain isolated and people in these affected regions are in urgent need of aid.

The Fatherland Front is encouraging donations until 30 October through the city’s Relief Fund.

On Tuesday, Đà Nẵng City offered financial assistance to Hải Phòng City, VNĐ10 billion ($405,000) to help address the aftermath of the typhoon and floods.

It is part of four tranches of aid from Đà Nẵng City to support northern localities worth a total of approximately VNĐ 25 billion ($1 million).

The Đà Nẵng Party Committee, government and people expressed their condolences and deep sympathy for the significant losses, both in terms of lives lost and homes destroyed by the typhoon in the northern provinces and cities, especially the families who have lost loved ones.

In addition to the VNĐ25 billion in financial support, Đà Nẵng has also dispatched two teams to assist with the clearing trees at the request of Hà Nội and Hải Phòng.

On the same day, the Đà Nẵng Fatherland Front Committee also issued a letter calling for donations to help residents recover from the disaster.

According to the appeal, every civil servant, public employee, armed force member and worker in the city is encouraged to contribute a day's salary to the aid effort. Additionally, citizens, religious organisations, agencies, units and businesses are encouraged to donate voluntarily, according to their capacity and goodwill.

Donations will be accepted until 10 October.

Quảng Ninh, Hải Phòng pass aid money to other provinces

Despite being among the hardest-hit localities when the typhoon made landfall last Saturday, the leadership of Quảng Ninh Province and Hải Phòng City, two of the most developed in the country, has decided to give aid money from the government package of VNĐ100 billion ($4 million) to more disadvantaged northern provinces, especially in the mountainous areas.

Permanent deputy secretary of Quảng Ninh’s Provincial Party Committee, Trịnh Thị Minh Thanh, said:  “It is also the responsibility of our province to share the central budget’s support with other provinces facing greater difficulties, as they too are enduring the impacts of Typhoon Yagi and its aftermath.”

Meanwhile, Hải Phòng City's Party Secretary, Lê Tiến Châu, also announced that the city had decided to forgo the aid money in the Government’s aid package to allow other localities to recover from the devastation caused by the typhoon.

Châu said: “It is not only Hải Phòng that has been affected by the typhoon, many other provinces have also been heavily impacted. For this reason, we have decided not to accept the money in central budget support to allow other provinces to use these funds for post-typhoon recovery efforts."

HCM City supports northern provinces

The People's Committee of HCM City has approved sending specialised public service forces to assist northern localities in dealing with the aftermath of Typhoon Yagi.

Technical forces from city-owned enterprises and units with expertise in building public infrastructure will go to support northern localities.

These forces will operate under the principle of providing timely, practical assistance, ensuring self-sufficiency in logistics and equipment, without causing inconvenience to the localities they assist and ensuring the safety of both people and equipment.

Specifically, the HCM City Power Corporation, the Saigon Water Corporation, the HCM City Green Park Company Limited and the HCM City Public Lighting Company Limited are sending skilled and technical personnel to the northern provinces and cities to provide help.

The HCM City’s People's Committee emphasised that during the process of monitoring the situation and assisting northern localities in overcoming the aftermath of the typhoon, the city's agencies and units, upon receiving support requests from the localities, should promptly report the information to the Department of Industry and Trade for compilation and immediate reporting to the Committee’s chairman for timely direction and support.

On Monday, the HCM City Green Park Company dispatched a team of 48 workers with equipment and tools to assist northern provinces in clearing fallen trees and cleaning streets in Hà Nội and Hải Phòng City. — VNS
