Bắc Giang to invest more than $330.5 million next year

Total State budget investment for the national target programme in Bắc Giang Province next year will be more than VNĐ8.2 trillion (US$330.5 million), said the provincial People’s Committee.

BẮC GIANG — Total State budget investment for the national target programme in Bắc Giang Province next year will be more than VNĐ8.2 trillion (US$330.5 million), said the provincial People’s Committee.

Seven new projects managed by the province will be conducted next year, with a capital of nearly VNĐ540 billion ($21.6 million).

They include the road connecting Road 295 – Road 290 (Quý Sơn-Hồng Giang section) in Lục Ngạn District, upgrading the Road 291 from Tây Yên Tử to Hạ Long City in Quảng Ninh Province, building the Bắc Giang Drug Addiction Rehabilitation Centre phase two, purchasing medical equipment for the Bắc Giang Oncology Hospital and building a land database for Lục Ngạn and Sơn Động districts.

As of August 15 this year, the total State budget investment managed by Bắc Giang Province was nearly VNĐ10.4 trillion ($417.9 million).

The total disbursement value reached over VNĐ3.6 trillion ($147.6 million), equal to 39.7 per cent of the plan.

Some projects have been realised quickly such as construction on the new Bắc Giang Inter-Agency, construction on the Bắc Giang Centre for Disease Control and increasing the number of hospital beds at the Sơn Động District Medical Centre. Also construction on the Đông Sơn Bridge in Yên Thế and Lạng Giang districts, construction on the Road 295 from the Bến Tuần Bridge to Cao Thượng Town and from Cao Thượng Town to Bỉ Nội Bridge in Tân Yên District and building the Đồng Việt Bridge in Yên Dũng District.

Bắc Giang Province is aiming to disburse all public investment capital sources by the end of this year and by January 31 next year will complete the disbursement of all public investment capital assigned this year.

Meantime Bắc Giang Department of Planning and Investment will strengthen monitoring and closely supervise the use of capital according to the progress registered by localities and investors and approved by Chairman of the provincial People's Committee.

It will promptly review, adjust and supplement capital plans from slow projects to completed projects and projects in need of additional capital to speed up any implementation progress.

Investors proactively coordinate with localities to prepare necessary conditions related to land, material mines, dumping sites and carry out procedures for mineral exploitation, changing forest use purposes, changing land use purposes and allocating land for construction.

At the same time, they should direct contractors to speed up building progress, immediately pay for completed work and conduct work at the treasury to use capital for transitional projects according to the set schedule.

Districts, towns and cities focus on resolving compensation and site clearance, timely and properly support resettlement for displaced residents and ensuring compliance with the law and harmonising the interests of the State and the people.

In addition, Bắc Giang Province regularly keeps close watch on the detailed disbursement plans and targets of each public investment project to offer guidance.

It closely follows weather developments to cope with natural disasters and floods and organises appropriate construction solutions.

At the same time, the province transfers capital from projects which are not eligible for disbursement or with slow disbursement to projects that are capable of quick disbursement and need additional capital according to regulations.

The province resolutely handles cases of intentional delay in implementation progress, capital disbursement, causing corruption, loss and waste. — VNS
