Three of those charged with receiving bribes are Hoàng Văn Thắng, former Deputy Minister of Agriculture and Rural Development, Trần Tố Nghị, former Acting Director of the Department of Construction Management and Trần Văn Lăng, former Director of Management Unit No. 2.
