3,000 facilities ready for motorcycle emissions testing

HÀ NỘI — Việt Nam is preparing to roll out emissions testing for motorbikes, with nearly 3,000 facilities across the country to ensure a smooth process.

This initiative aims to protect the environment while keeping the process affordable and convenient for vehicle owners.

According to the Việt Nam Register (VR) under the Ministry of Transport, because the plan will create a high demand for testing, the VR has set up legal guidelines, technical requirements and facilities to avoid congestion.

“We’ve worked hard to make sure this rollout is practical and won’t disrupt people’s daily lives while achieving our environmental goals,” said a VR representative.

Good news for motorbike owners is that facilities will not require extensive upgrades, keeping costs low. Testing equipment, Internet-connected computers, and a small area of 15sq.m per unit are all that is required.

Many existing vehicle inspection centres, motorbike service shops and authorised dealerships will be used for the testing. This approach reduces investment costs and makes testing more accessible to everyone.

Circular 47/2024 has been introduced to further streamline the process.

The Circular stipulates that owners will get electronic emissions certificates automatically for motorbikes under five years old based on existing safety data.

For five- to 12-year-old motorbikes, testing will be required every two years, while for motorbikes over 12 years old, tests will be run annually.

Certificates will be digital and linked to owners' electronic ID, cutting down paperwork and waiting time.

To keep costs low for the public, emissions testing fees will be regulated as part of the official vehicle inspection service price. This means owners will not face high costs to meet the new standards.

The VR has also launched public awareness campaigns to explain the benefits of emissions testing, not just for the environment but for vehicle performance. Training programmes are underway to ensure technicians and inspectors are ready for the rollout.

Although the new law takes effect on January 1, 2025, testing will not begin immediately for everyone. A step-by-step plan will be issued by the Prime Minister, giving everyone enough time to prepare. — VNS
